“In 1993, the Maastricht Treaty introduced the concept of a Common Foreign and Security Policy for the European Union. It was pre-dated by over 40 years by the North Atlantic Treaty, and the rejection of the European Defence Community Treaty.
The world has changed rapidly – in the former Yugoslavia, Ukraine, Georgia, Gaza, Syria and beyond. US support for NATO is questioned as never before, while the UK seeks a place in security and defence from outside of the EU.
An expert panel of academics and diplomats will look at what has changed, why, and what might lie ahead – for the continent and for the UK and Scotland.
